BENGALURU/MUMBAI: Expired dairy products, rotten meat, fungus-infected vegetables, used cooking oil, unsafe storage and poor kitchen hygiene have put restaurant kitchens in Bengaluru and Mumbai under an uncomfortable spotlight. The latest food-safety crackdown isn’t just about a few dirty kitchens or poorly stored ingredients; it raises a larger question about how food businesses monitor what goes into their kitchens, how long it stays there and what ultimately ends up on a customer’s plate.

Inside restaurant doorsThe scale of recent inspections in Bengaluru makes it hard to dismiss the problem as an isolated case. In a ramped-up food safety drive, authorities raided 60 three- and five-star hotels and seized 1,089 kg of food and other products, darkening the mood even in luxury outlets. Earlier inspections had led to the seizure and disposal of 132 kg of food articles and 15 liters of used cooking oil, with officials reporting rotten meat, fish and vegetables, fungal growth and other signs of deterioration.Other accounts from the inspections tell an even more damning story of what officials found inside some kitchens. In a series of raids authorities seized 105 kg of expired food, 32 liters of milk and 50 kg of chicken and rotten vegetables. Inspectors also found unhygienic storage, vegetables infected with fungus and improper segregation of vegetarian and non-vegetarian food. The findings show that food safety is more than simply how well a dish is cooked; it starts with the state of the raw material that comes into the kitchen.

The inspections also raise a fundamental question for restaurant operators: How are ingredients checked when they arrive, how are they labeled and dated, and who is responsible for removing deteriorating food before it gets to the cooking area? When a kitchen is supplied daily with large quantities of meat, dairy products and vegetables, the first line of defense is basic systems such as receiving checks, temperature monitoring, date labeling and stock rotation.Mumbai shows it is more than just a cityIt’s not just Bengaluru that is a worry. There has also been an increase in enforcement in Mumbai and the wider Maharashtra region, with food outlets being targeted for licensing, sanitation, storage and other violations. During a three-day drive from August 4 to 6, the Mumbai division of Maharashtra FDA inspected 10 food establishments and suspended four licences for serious violations. Earlier, FDA inspections in Mumbai had found pest infestation, unhygienic storage and structural problems in kitchens, leading to suspension of catering licenses at five prominent gymkhanas.

Now the enforcement has extended beyond traditional restaurants. The FDA has suspended a food licence of a Malad West warehouse after finding unhygienic conditions, including cockroach infestation. This matters because the food-safety chain is increasingly not just restaurants and hotels but warehouses, delivery networks and other back-end facilities where food and ingredients are stored before they reach consumers.The pattern emerging from Bengaluru and Mumbai is significant because violations are occurring at different points in the food-safety chain. A restaurant may have a beautiful dining room, well-trained service personnel, and a costly menu, but the customer rarely gets to see the refrigerator, freezer, storage shelves, waste area, or prep counter. So food safety relies heavily on systems operating behind the scenes, whether it’s procurement and transport, refrigeration, stock rotation or supervision in the kitchen.Where does the food safety chain fall apart?The process of buying an ingredient and serving the meal to a customer takes several steps. Food comes from suppliers, is delivered to the premises, accepted by the kitchen staff, stored, cooked, prepared and finally plated. If one of these steps is not successful, the final product will be affected. Cooking doesn’t always fix every problem that can occur when food is not handled properly. If meat is delivered in the wrong temperature, dairy is stored too long, or vegetables are kept in bad conditions, you can still have problems.

Recent raids also show the importance of stock management. Restaurants deal with large volumes of perishable foods, especially meat, seafood, dairy and fresh produce. Without proper labeling, temperature monitoring and a first-in-first-out system, older stock can be hidden behind newer supplies. What begins as a failure of inventory management can eventually turn into a food-safety problem. The discovery of expired or visibly deteriorated products indicates that basic checks do not always work properly in some establishments.Does five star kitchen mean safer food?The discussion gets another awkward twist with the inspection of luxury hotels. Consumers often equate higher prices, luxury surroundings and well-known brands with higher standards, but the latest enforcement action shows why appearances cannot be relied upon as a guaranty of food safety. The shine of the dining room says little about the storage of ingredients in the kitchen behind, about the temperature of the refrigerators or the cleaning frequency of the preparation areas.That is not to say restaurants generally serve unsafe food, and an inspection finding at one establishment is not proof of a broader trend across the industry. But it does demonstrate why food safety needs to be independently monitored and not just assumed because a restaurant has a good reputation or charges a lot. For consumers, the main difference is between the image a restaurant projects and the systems behind the scenes that keep food safe.India has millions of food businesses to watch overThe sheer size of India’s food ecosystem makes enforcement a Herculean task. FSSAI‘s FoSCoS system records lakhs of food businesses across India, highlighting the enormous scale of the task facing food-safety regulators. The system covers food businesses through licences and registrations across restaurants, hotels, manufacturers, retailers, warehouses and other food operators.The latest annual-report snapshot of FSSAI for 2025-26 reports more than 3 lakh inspections, more than 3 lakh samples tested and more than 30 lakh food handlers trained. The numbers indicate not only the scale of regulatory activity, but also the size of the challenge: India’s food-safety system has to monitor millions of businesses, from restaurants to hotels to manufacturers, retailers, warehouses and other food operators.Follow-up is more importantWhen a crackdown makes the news, it is because some kilograms of bad food have been seized or a license has been suspended. What happens next is what matters in the long term. Restaurants need to improve their storage, train their employes, keep temperature and cleaning logs, monitor their suppliers and discard ingredients that have passed their expiration date or are deteriorating. Meanwhile, regulators need good follow-up inspections and meaningful action for repeated violations.The Bengaluru & Mumbai raids serve as a simple reminder for consumers: Food safety begins well before the meal gets to the table. Ingredients may come from a legitimate source, but a restaurant could still fail if they are handled or stored wrong. So the latest inspections point to a bigger problem than bad food. They reveal the delicate chain that links supplier, transport, refrigerator, kitchen and plate – and why each link must be strong in order for the food ultimately served to a customer to be safe.
